The Turkish talent is only 21 and was snapped up from Istanbul Basaksehir for €13.4m last season.
So far this term, he has contributed two goals and four assists in eight games between Serie A and the Champions League.
Bayern Munich interest had already been floated this week, while the Corriere dello Sport notes that Bundesliga rivals Borussia Dortmund are also now keeping a close eye on Under.
Roma are hoping to get at least €60m for the right-sided winger, who can also play on the left or behind the strikers.
He has four goals in 13 senior caps for Turkey.
Under is currently negotiating a new contract with Roma, as he is one of the lowest-earning players in the squad.
